BUCYRUS—Bucyrus resident Vicki Dishon spoke before Council on Tuesday evening, addressing two issues before council for their approval.

Her first issue was with Mayor Jeff Reser’s appointment of former council member Doug Foght to the Tax Incentive Review Council.

When he served on council, Foght was the Chairman of the Economic Development Committee.

Dishon pointed out there were to be two members from the city administration on the board. She said the Mayor was permitted to appoint himself as one representative, but the other representative was historically the head of the Economic Development Committee, which made the most sense.

Reser told Dishon that Foght was on the council serving in the capacity of Chairman of Economic Development and had simply agreed to stay on. Current Economic Development Committee Chairman Brenton Potter told council that he had been approached about Fougt’s nomination, and he had no problem with it.

Council asked attorney Andrew Motter (who is assisting the city while Interim Law Director Brian Gernert recovers) to verify whether or not council is adhering to the rules and regulations according to the Ohio Revised Code and in conjunction with the Auditor’s office.

Motter will research the ordinance and report back to council.
The TIRC’s purpose is to review various tax incentives and abatements that may have been granted and review and certify the progress of those agreements to ensure compliance.

Council voted to approve the annexation of Interim Law Director Brian Gernert’s residence against the advice of Dishon. Even though she said she personally has no problem with the annexation, Dishon told council the legal description of the property does not match the actual plat map.

Council decided to pass the annexation with corrections to the description to be made.

In a letter from the traffic committee to the Health and Safety Committee, a request was made to remove the one-way alley that runs from South Walnut Street to South Sandusky Street in a westerly direction, to add two “emergency only” parking signs on the west side of Plants Way across from the ambulance bay at the hospital and to remove one-way parking from the northside of River Street from Plants Way to Tiffin Street.

The Bratwurst Festival will take place August 18-20. Streets will be closed from 8am on Wednesday, August 17th, and reopen at 8am on Sunday, August 21st.

Summer movies will return in the near future. The schedule is being finalized. Mayor Reser told council the cost of the movies has gone up, and so they are looking for two sponsors for each movie.

Anyone wishing to sponsor a movie can call the Mayor at 419-562-6767 extension 223.

The Mayor thanked the Kiwanis Club for placing the flowers and flags downtown.

He thanked the Earth, Wind, and Flowers Club for their work on the project.

The crumbling concrete on the West Mansfield Street underpass has been secured by railroad field supervisors.
While the Mayor agreed that the 90-year-old underpass is unattractive, he told council it is structurally sound.

The railroad is responsible for the structure. Reser said that his efforts to get the railroad to spruce up the underpass with a paint job have been unsuccessful.

Cruisin With The Cops, sponsored by the Bucyrus Fraternal Order of Police Lodge 68, is happening this weekend in downtown Bucyrus.
