The man accused of rape less than a month ago made his first appearance in Crawford County Common Pleas Court Tuesday morning to answer the charge.
Thirty-eight-year Chad Monroe entered pleas of not guilty to multiple charges that included two counts of rape, gross sexual imposition and kidnapping. Judge Russell Wiseman set Monroe’s bond at $500,000.
Also in court Tuesday morning was Kelsey Belcher who pleaded guilty to one count of Felony 5 drug possession for an incident last December involving heroin. Belcher’s plea was accepted and held as her motion to be placed on the intervention in lieu of conviction program was granted. Belcher was placed in the intervention program for an initial period of two years.
The Crawford County Common Pleas Court held three proceedings in the afternoon.
After changing his plea, Randy Bowman was sentenced to a 36-month prison sentence for failure to register as a sex offender in Crawford County, as well as a failure to report a change of address. Bowman will be credited 71 days served, as well as pay a $500 fine. Once his prison term is complete Bowman will be up for post release control with optional supervision for three years.
Samantha Matney changed her tune and turned in a guilty plea to two charges of theft. Matney was ordered to pay restitution of $1,766, and $1,500 to each victim respectively. Matney was also fined $750 for the felony four charge plus court costs. Matney was placed on three years of community control for 3 years.
Caleb Moyer will be getting a second shot after being placed in intervention in lieu of conviction, of felony counts heroin possession.
Judge Russell B. Wiseman told Moyer, “You still have to conquer your addictions yourself.”
Moyer will also have to pay court costs, as well as intervention costs.
