The June 13 Galion City Council meeting was opened with a round of applause as the council and public welcomed back Mayor Tom O’Leary. It was O’Leary’s first City Council meeting since he had emergency surgery on May 3 for an abdominal aortic aneurysm.

O’Leary returned to a lively meeting. Resident Howard Morrow caused quite the ruckus by calling out the council for an apparent error. Morrow claimed that the council broke protocol when they didn’t advertise and notify the appropriate townships about a public zoning committee meeting regarding a change in the city code.
However, after looking at the Ohio Revised Code, it was determined that the council took the correct steps and the meeting moved forward.
The council then passed legislative items regarding the number of employees in each city department, the wording of an ordinance reading more straightforward, and the setting of the Power Cost Adjustment for city electric services
