GALION — Galion City Council passed many ordinances at their meeting on Tuesday night.

To begin the evening, council passed Ordinance 2019-53, which authorizes Safety-Service Director Nicole Ward to enter into a wetland mitigation purchase agreement with Stream + Wetlands Foundation for the purchase of wetland credits for property that is located at Ohio 598 and U.S. 30. The city will pay $55,550 for the 1.1 acres.

Council then passed ordinances that will lead to a bike path in Galion.

Ordinance 2019-58 allows for the purchase of 4.626 acres worth of property located in Galion for a bike and walking path and will cost $13,200. Ordinance 2019-65, which had the rules suspended and was moved to and passed from its first reading to the final reading, allows for Ward to put the project out for bid and enter into a contract with the lowest and best bidder. The project is to cost no more than $257,640 being paid from funds appropriated in the Freese Fund.

Council also passed Ordinance 2019-51 which ammends Ordinance 2019-30 and establishes the Galion Port Authority to now appoint the membership of the board of directors. Members to be appointed are Chanel Hipp, Chad Miller, Rod Staiger, Eric Kent, Chris Cochran, Gary Frankhouse and Debra Garverick. Ordinance 2019-67 amends Ordinance 2018-71 also re-appropriates funds. It allows for $60,000 be appropriated from unappropriated funds to the General Fund—Mayor/Capital Outlay—Land Improvements.

Council then approved ordinances for the purposes of grant funding use.

Ordinance 2019-69 allows for the Safety-Service Director to apply for and accept an Ohio Department of Public Safety Ohio Division of EMS Grant. The city has received a notice of award totaling $2,955 for the purchase of training and equipment for the Galion Fire and EMS Department.

Ordinance 2019-70 allows the Safety-Service Director and/or Mayor to apply for and accept grant and/or loan funds under round 34 of Ohio Public Works Commission (OPWC) funding to be used for the Southeast Storm Sewer Phase IV Project. The city is requesting $185,000 and a zero-percent interest loan, and if approved, the grant/loan funds will be used along with funds from the city to complete the project totaling $600,775 for the Southeast Storm Sewer Phase IV Project.

Resolution 2019-6 approves and ratifies the prior acts of the department heads and Safety-Service Director and approving a “Then and Now” certificate for that expenditure. The expenditure is for $26,500 for the audit of 2018 financials to Perry & associates CPAs.
